Visiting Research Fellow, Australian Catholic University

Dr Graeme Starr is Visiting Fellow at the Public Policy Institute at the Australian Catholic University.

Graeme has held senior academic positions at UNE and Newcastle University and also taught in the Master of Public Affairs Program, Macquarie University. He has held a number of advisory positions in government including Senior Private Secretary to the Minster for Defence and Minister for Communications. As a private consultancy since 2001, he held numerous consultancies including Adviser to the Prime Minister, 2001 and 2002.

Graeme has a BA from Sydney University, Master of Arts (Public Administration) from Carleton University, Canada, and his PhD in Political Science from West Virginia University, USA. Graeme was awarded the Woodrow Wilson Dissertation Fellow.

His publications include: Carrick: Principles, Politics and Policy (2012); Variety and Choice: Good Schools for all Australians (2010); Prasser, S & Starr, G (eds), Policy and Change: The Howard Mandate (1997); The Liberal Party of Australia: A Documentary History (1980); Political Parties in Australia (1978).

Some recent chapters include: Bicameralism in the United States in Aroney et al (eds) Restraining Elective Dictatorship – The Upper House Solution (2009); Marketing the Government in Laffin, M. and Painter, M. (eds.), Politics and Markets in the First State (1995).
