Paul's work is focused on inter-generational equity in the context of policy development, both within Australia, across cultures and across countries. His work and qualifications embrace criminology, economics and medicine.

He has worked with the World Health Organization and United Nations on gender and child health, mental health, trade and development, sustainable societies and natural disaster's resilience.

His focus is on the current and future well-being of children and youth, using multidisciplinary approaches to bring together convergent themes and highlight trade-offs between competing policy initiatives.

He has worked with Monash, Melbourne and Harvard universities as a researcher and teacher.
